This is the most unusual page on the site, and it should be read as an artefact of one country's broadcasting policy rather than as a genre in any ordinary sense. Public carries the highest playable share of any category here, by a clear margin, and it is drawn from almost no countries at all. Spain accounts for the overwhelming majority of it.

What produced that is specific and worth stating. Spain's autonomous communities operate their own regional public broadcasters, and those broadcasters publish open live streams as a matter of public-service obligation rather than commercial choice. There is no advertising model to protect, no territorial rights sale to enforce, and a positive duty to be available to the public that funds them. The result is a group of channels that are almost uniformly reachable, which is why this category sits at the top of the site on that measure while being among the smallest on it.

The language distribution is the other distinctive feature. Catalan is heavily represented, Basque appears, and the balance is Spanish. That is a direct consequence of which communities operate broadcasters and in which languages they are obliged to broadcast, and it makes this one of the few places on the site where regional languages appear at scale rather than as isolated entries.

The label is doing much less work than it appears to. Public-service broadcasters from other countries are scattered across news, culture, general and kids according to what they broadcast, not gathered here. This page is where a particular set of Spanish regional channels happened to land, and it is more interesting understood that way than as an attempt at a category.
