Culture carries more distinct languages relative to its size than any other category here, and that single statistic is the most useful thing to know about it. Cultural broadcasting is where minority, regional and heritage languages actually appear on television. A country's general channel broadcasts in the language of its majority; its cultural channel is frequently the one broadcasting in the languages the general channel does not. The effect compounds across an index of this size until culture ends up with a language profile far wider than its channel count would predict.

The category is overwhelmingly public service in character. Arts channels carrying performance, music and theatre. National heritage broadcasters. International cultural services of the kind states operate to present themselves abroad, which are a distinct group and openly promotional in intent. Indigenous and minority-language broadcasters, which are among the most distinctive entries on the site and, because they are publicly funded and unencumbered by rights sales, among the more reachable ones.

Playability sits near the site average. The public-service channels behave as public-service channels do elsewhere here and are generally open, while the arts channels carrying performance rights behave more like film, since a recorded concert or staged production carries the same kind of territorial licensing a film does.

For browsing, this is one of the few categories where reading down the country column is more rewarding than reading down the channel names. The names mean little out of context; which country funds a cultural channel, and in which language it chooses to broadcast, is the information actually on offer.
